31 января в г. Мирном Президент Республики Саха (Якутия) В.А.Штыров дал пресс-конференцию по вопросам развития нефтяной и газовой промышленности в Республике Саха (Якутия). Предлагаем вашему вниманию выступление главы республики:
– Все решения, которые определили судьбу развития нефтяной и газовой промышленности в Республике Саха (Якутия), Восточной Сибири и на Дальнем Востоке, были приняты в 2004 году. Тогда была разработана Восточная газовая программа, принято решение о том, что в Якутии будет работать компания «Сургутнефтегаз», а также определены маршруты нефтепровода «ВСТО». Это не означает, что до этого ничего не делалось: 2002–2003 годы были подготовительными, в это время шла проработка вопросов, проводились научные конференции. Так, в Якутске состоялась конференция, посвященная развитию нефтегазовой отрасли Восточной Сибири, которая прошла под эгидой Министерства природных ресурсов РФ. Именно в 2004 году началась практическая реализация всех решений по развитию нефтегазовой отрасли Восточной Сибири и Дальнего Востока. В результате в 2009 году была завершена первая очередь нефтепровода «ВСТО». Можно констатировать, что первый этап развития нефтяной промышленности завершен, и сейчас мы приступаем к реализации второго этапа.
Что произошло за этот период времени? Для Республики Саха (Якутия) произошли два главных события в развитии нефтяной промышленности. Во-первых, были освоены нефтяные месторождения Западной Якутии, прежде всего Талаканское. Это позволило нам создать масштабный суперсовременный нефтяной промысел, который по своему техническому оснащению, технологии и способу ведения работ, безусловно, является одним из лучших в РФ и мире. В прошлом году мы добыли 1,9 миллиона тонн нефти, в этом году должны выйти на рубеж 2,7 миллиона тонн нефти. И самое главное, что эту нефть есть куда отправлять. Завершено строительство первой очереди ВСТО, который начинается в Тайшете. Еще в советские времена из Западной Сибири в Иркутскую область, Ангарск был проложен нефтепровод. В Ангарске, как вы знаете, есть нефтеперерабатывающий завод, откуда мы получаем разные виды топлива, нефтехимическую продукцию. Теперь же мы подключились к нефтепроводу, который идет через Иркутскую, Амурскую области до железнодорожной трассы Транссибирской магистрали, которая начинается в Сковородино. Сегодня нефть перевозится по железной дороге в порт Козьмино, находящийся в районе Владивостока. Там ее перегружают в танкеры и рассылают по всему миру.
Таким образом, в завершении первого этапа у республики появилась нефтяная промышленность. Что это дает Республике Саха (Якутия)? Сегодня в «Сургутнефтегазе» работают 7,5 тысячи человек, 2 тысячи из них – якутяне. Это высококвалифицированная, высокооплачиваемая работа. Количество рабочих мест, которое предназначено для якутян, все время растет. Для того чтобы закрепить кадры, мы совместно с «Сургутнефтегазом», «АЛРОСА» и компанией «Транснефть» начали в Витиме строительство целого города. «Сургутнефтегаз» стал вторым по величине налогоплательщиком в республике после «АЛРОСА», значительно опередив золотодобывающую промышленность и «Якутуголь». Бюджет республики теперь пополняется не только за счет алмазов, но и нефти. Для Ленского же района «черное золото» теперь главный источник поступления доходов.
На трассе нефтепровода «ВСТО» были введены три больших насосных станции. Кто был на Талакане, тот знает, что это целый маленький промышленный городок, где нефть доводится до нужной кондиции, чтобы она нормально прошла по нефтепроводу. Для того чтобы иметь резервы для поддержания давления в трубе, нефть на Талакане накапливают.
На территории республики построены три таких станции:
НПС-10 на Талакане, НПС-14 в Олекминске и НПС-17 в Алдане. На этих станциях, на обслуживающих их базах работают сотни якутян. Они приняты на работу в «Транснефть». Сегодня нефтяная промышленность уже играет большую роль в жизни республики. Как она будет развиваться дальше? В прошлом году, еще до ввода в эксплуатацию первой очереди ВСТО и нашего Талаканского месторождения, начались проектирование и строительство второй очереди нефтепровода, будет проложен трубопровод со станции Сковородино до Владивостока, чтобы удешевить перевозку. Нефть пойдет по трубопроводу прямо до морского порта Козьмино, где компания «Роснефть» строит крупный нефтеперерабатывающий завод мощностью 20 миллионов тонн переработки нефти в год, что вдвое больше, чем на Ангарском. Этот завод будет одним из крупнейших в России и мире.
Что же будет происходить у нас, в Республике Саха (Якутия)? Для того чтобы во Владивосток отправлять миллионы тонн нефти, необходимо построить еще четыре насосных станции. Одна из них, НПС-12, будет располагаться рядом с городом Ленском,
НПС-13 – между Олекминском и Ленском, НПС-16 – между Олекминском и Алданом, НПС-18 – между Нерюнгри и Алданом. Здесь будут задействованы наши подрядные организации из Олекминска и Алдана, которые очень хорошо проявили себя на строительстве первой очереди нефтепровода, теперь руководство «Транснефти» просит меня поспособствовать, чтобы они работали и дальше. Очередная группа якутян, порядка 300 человек, будет направлена на учебу в учебный центр «Транснефти». То есть будет увеличение объема производства и рабочих мест, а соответственно отчислений в бюджет. Но вся проблематика строительства второй очереди нефтепровода не исчерпывается только этим, она приведет и к другим изменениям в экономике республики. В первую очередь надо обеспечить надежность транспортной системы для нормального функционирования нефтепровода «ВСТО». В этой связи сейчас ведется проработка выбора маршрута будущей автомобильной дороги Якутск – Иркутск.
В 2007 году по нашей настойчивой просьбе республиканская дорога «Вилюй» была передана в федеральную собственность с целью продолжить ее до Иркутска. И поскольку дорога уже является межрегиональной, она стала федеральной. На том участке, где её сейчас не существует, сегодня ведутся проектные работы, в том числе выбирается будущий маршрут. Дорога с нашей стороны заканчивается в г. Мирном, а со стороны Иркутска – в Усть-Куте, в населенном пункте Верхнемарково. Теперь нам надо их соединить. Этот вопрос мы сейчас прорабатываем в Министерстве транспорта РФ. В прошедшую неделю я встречался с заместителем Председателя Правительства РФ С.Б.Ивановым, который курирует транспорт, заместителем министра транспорта А.Н.Недосековым, ответственным за автомобильные дороги, и с руководством «Росавтодора» обсудил будущие маршруты. Пока конкурируют два варианта – Мирный – Верхнемарково, так как сейчас там проходит зимник, или, как предлагает Правительство Республики Саха (Якутия), Мирный – Ленск – Пеледуй – Витим, а затем в Иркутскую область. Второй вариант более значимый для республики, надеемся, что он будет принят. Во всяком случае, мы должны до 2015 года на строительстве этой дороги освоить 41 миллиард рублей. Это огромная стройка. Такие же капитальные вложения у нас были выделены на строительство подземного рудника «Мир», и, конечно, нам надо будет мобилизовать все транспортные, строительные организации. Это прямой путь Якутск – Иркутск. Как вы знаете, у нас уже введена в эксплуатацию дорога Якутск – Магадан. И тогда получается, что самый крайний северо-восток страны будет связан с центральными районами России. Если говорить в этом же контексте, то строительство нефтепровода «ВСТО» тоже создает единую нефтепроводную систему страны, которая начинается в Усть-Луге на западе, на границе с Эстонией, и заканчивается во Владивостоке. Это единая система.
Также с 2011 года в Витиме начнется проектирование крупного аэропорта. Это будет аэропорт второго класса. Все вопросы уже решены, сделано технико-экономическое обоснование, и у республики вскоре появится новый крупный аэропорт. Автомобильная дорога, аэропорт – это наши главные транспортные проекты.
Но этого мало, надо еще обеспечить надежное электроснабжение нефтепровода «ВСТО». Поэтому сегодня строятся две очень важные линии электропередачи. Одна из них Мирный – Сунтар – Олекминск. Мы должны ввести ее в эксплуатацию осенью этого года и подать централизованную электроэнергию с Вилюйской ГЭС в город Олекминск и на НПС-14. Идет строительство линии электропередачи из Нерюнгри до Алдана, которая дальше пойдет в Якутск. Чтобы работали новые насосные станции второй очереди ВСТО, мы должны построить новую линию электропередачи от Вилюйской ГЭС через Чернышевский в Мирный, затем до Ленска, Пеледуя и потом в сторону Алдана. В Олекминске никогда не было централизованного электроснабжения, стояли дизельные электростанции, себестоимость выработки электроэнергии у них почти 20 рублей за киловатт в час, в то время как на Вилюйской ГЭС около 1,4 рубля. В Западной Якутии же некуда девать мощности, работают целых три гидроэлектростанции, а рынок сбыта ограничен. Из-за этого выработка электроэнергии снижается, что ведет к повышению тарифов. Поэтому для республики крайне важно расширять зоны централизованного электроснабжения и в конечном счете создать объединенную энергосистему, соединив линиями электропередачи Западный, Южный и Центральный энергорайоны Якутии. Начато строительство линии электропередачи в сторону Иркутска, которая уже дошла до Талакана и Киренска. Таким образом, развитие нефтепроводной системы привело к развитию энергетики республики.
